Creative Saskatchewan is a provincial Crown agency serving the people of Saskatchewan through work with the creative industries of the province. Creative Saskatchewan is responsible for six creative industry sectors: music, screen-based media, visual arts and fine craft, book publishing, live performing arts, and digital media. Creative Saskatchewan stimulates the commercialization of creative products and helps Saskatchewan’s creative talent find firmer footing in domestic and international markets. The agency accomplishes this through a suite of grants, mentoring opportunities, marketing activities, and strong partnerships with creative industry associations.

Creative Saskatchewan is seeking a top-notch Program Officer to join our dynamic staff team in our Regina office.

This position will be of interest to highly-motivated, organized, analytical, problem-solvers who enjoy a challenging multiplicity of tasks. The Program Officer will be comfortable dealing with a variety of stakeholders (in person, on the phone, and written correspondence) including creative industry professionals and entrepreneurs in the areas of film, television, interactive digital media, music, book publishing, craft, visual art, and theatre/dance.

Reporting to the Director of Programs & Investments, and as a member of the program team, the Program Officer will develop, implement, monitor and evaluate investment programs that support the commercialization of Saskatchewan’s creative industry.


As a member of the Creative Saskatchewan staff team, this position works within the parameters established by the Board of Directors and the CEO, to ensure effective and efficient support to the activities of Creative Saskatchewan. Duties may include but not be limited to the following:

  1. Manage grant programs that invest in the creative sectors supported by Creative Saskatchewan;

  2. Work and contribute within the program team structure to guide the formulation and development of Creative Saskatchewan’s investment strategy and related program portfolio;

  3. Work with program staff to fine tune program grant criteria, guidelines, evaluation tools, in order that evidence-based measurable outcomes can be articulated across platforms;

  4. Liaison with grant applicants and recipients to ensure that outcomes are aligned with Creative Saskatchewan’s strategic plan;

  5. Evaluate and analyze programs to assess their effectiveness in relation to the Agency’s strategic direction, by preparing quarterly Key Performance Indicator (KPI) reports for each grant program;

  6. Under the direction of the Director of Programs & Investments, design and launch new grant programs;

  7. Assist the Agency in identifying strategic possibilities for inter-disciplinary, as well as cross-sectoral collaboration in order to leverage creative development, workforce development and business development opportunities;

  8. In co-operation with the Operations Coordinator and Director of Communications, maintain accurate records of grant program applications and investments within the framework of government records management protocols and Freedom of Information legislation;

  9. Coordinate adjudication of juried investment programs;

  10. Prepare letters of commitment, contracts, agreements and grant letters;

  11. When directed by the Director of Programs & Investments, participate in and create industry events to identify export opportunities and initiatives to grow the creative economy;

  12. Ensure that grant recipients fulfil all requirements of their agreements with Creative Saskatchewan;

  13. Any other reasonable duties or responsibilities needed within a lean, multi-tasking staff-team structure, as assigned by the Director of Programs & Investments.


The position requires skills in organizational development, planning, client relations, problem solving, facilitation, program evaluation and communications. Finance and budgeting skills are also required. The successful candidate will have gained the required knowledge and abilities through completion of a graduate degree or undergraduate degree relevant to the position combined with demonstrated relevant experience in the creative industries.

Must show personal leadership within the position, through setting priorities, identifying roles, delegating work with clear expectations and meeting timelines consistently.

  • Strategic Thinking/Problem-solving: Must be a strategic thinker and creative problem solver with the ability to anticipate upcoming opportunities and challenges, and determine required outcomes. Must be able to develop innovative approaches for Agency’s systems and processes. Must be willing to participate in the ongoing change process required of an Agency that values Saskatchewan’s creative industries.


  • Program Evaluation & Management: Must demonstrate program management skills including the ability to develop, deliver, analyze, assess and evaluate programs. Ability to process abstract ideas and examine issues from different perspectives. Ability to translate data into “big picture” strategies.

  • Creative Industry Awareness: Must have a solid understanding of Saskatchewan’s provincial creative industry sectors and the associations who serve them.

  • Finance & Budgeting: Must have an understanding of financial reporting and knowledge of and skills in budget development and monitoring.

  • Facilitation Skills: Must be skilled at leading discussions with individuals and groups with varying interests, with the objective of reaching agreement / consensus.

  • Computer Skills: Must have a good working knowledge of computer programs such as Microsoft Office and database software, and the internet.
