Film & TV Development Grant - First & Final Draft Streams - Assessment Criteria
The Film and Television Development Grant assists qualified Saskatchewan production companies with undertaking the development of eligible projects and bringing productions to fruition.
The Assessment Criteria was approved on April 1, 2023 for the 2023-24 Fiscal Year. Any amendments made after the fact will be posted here:

The definition of a “Key Team Member” was added: “A Saskatchewan resident who has significant influence over the creative, production, marketing plan, and/or business plan and is compensated in the project budget at $500 or more.”
Applications are assessed internally according to this scoring rubric.
1. The demonstrated track record of the key creative team, in particular, the producer and the scriptwriter
The producer has led produced projects of the same scope within the last 48 months:
Potential points:
1 = 1 point
2 = 2 points
3 or more = 3 points
The writer (or researcher for factual programming) has written projects of the same scope that have been produced.

2. The level of Saskatchewan content and cultural development
The level of Saskatchewan copyright ownership:
Potential points:
0% to 50% = 0 points
51% to 74% = 1 point
75% or more = 2 points
A Sasaktchewan key creative position has been contracted (writer, director)
Potential points: 1 point
Production intends to film in Saskatchewan
Potential points: 1 points
Total potential points: 4
3. The commercial viability of the proposed project and its demonstrated market potential
The level of confirmed development financing from market relevant source (broadcaster, distributor, pay television or other funding agencies):
Potential points:
0% to 10% = 0 points
11% to 20% = 1 point
21% to 34% = 2 points
35% or more = 3 points
A written financial commitment has been secured from a lead broadcaster, OTT, CMF [or Telefilm in the case of feature film]
Potential points: 1 point
The level of third-party confirmed financing:
0% to 20% = 0 points
21% to 40% = 1 point
41% to 60% = 2 points
61% or more = 3 points

4. BONUS – Diversity, Equity and Inclusion, and Parity
Please note if any key project team member self-identifies as Indigenous (First Nations, Inuit, Métis), a visible minority, or disabled.
A key team member is defined as a Saskatchewan resident who has significant influence over the creative, production, marketing plan, and/or business plan and is compensated in the project budget at $500 or more.
Potential points: 1 point
Threshold: Applications must score a minimum threshold of 8 points to be recommended for funding.
