The city of Saskatoon requires a Film Set License (i.e. Film Permit) for major film productions.

To determine whether a film site license is required, producers must include the following information in an email to communications@saskatoon.ca:
A city representative will review the above information and reach out to the producer if additional information is needed. In general, producers can expect a response in two business days.
If it’s determined that a film site license is required, the city representative will issue Film Site License Agreement and/or a Location Release Form.
The production must be insured, with a minimum coverage of $5 million, with the city of Saskatoon listed as co-insured.
Important note: This does not absolve the applicant from looking into other applicable permits for road closures or booking a city park (to restrict the public from accessing). More information can be found here.
Road closures require 60 days’ notice to consult with other departments regarding approval. Sometimes it can be done in less time, but it depends on the time of year due to the high volume of event requests per year.
If the space required does not include a road closure, processing time is 14 business days.
Parks are public spaces, and a special events contract is not needed unless civic services are needed.
Anyone engaged in commercial filming on public property typically needs a permit.
General Liability Insurance for up to $5 million is standard, listing the desired city as an additional insured.
If applicable, you may also be required to submit a map of the desired filming locations.

Sooner is always better. 10-14 business days is standard to process the application.
There are no direct fees applied to a film permit. However, if the filming happens in a city owned park or facility, the applicable charges for renting the park or facility would be applied.
Additional fees may be charged for any public service, such as road closures.
Generally, you do not need a permit to film on private property, but you must have the property owner’s written permission.
The public must be notified within 48 hours in advance of your arrival, including prep days. A Letter of Notification to the public is the standard notification. A template is available for download here.
You must contact the city’s Fire Department or Police Department for permits related to SPFX/Pyrotechnics and firearms, respectively.
