The city of Regina has detailed information and guidance on filming directly on the city website.

Applications should be submitted at least 10 business days before filming. The review process usually takes between five to 10 business days depending on the production elements and complexity. Applications could be expedited if the elements attached are not complex enough to extend the review process.
A city representative coordinates with municipal services, including the road closures, to ensure all aspects of the film permitting process are reviewed and discussed with the review committee. This representative will also closely work with the applicant to ensure their needs are met and facilitate a smooth permitting process.

If the production requires use of drone photography, a signed approval letter from the Mayor’s office is required prior to filming application. A representative from events@regina.ca can help with this process.
If filming in a Civic Property or Facility, applicants will need to complete a facility booking application form. More information can be found here.
Special effects involving the combustion of materials require a permit from the Regina Fire and Protective Services Department. For further information, please contact 306-777-7837, or email FAST@regina.ca. Standard processing time is 14 business days.
Anyone engaged in commercial filming on public property typically needs a permit.
General Liability Insurance for up to $5 million is standard, listing the desired city as an additional insured.
If applicable, you may also be required to submit a map of the desired filming locations.
Standard turnaround time is between five to 10 business days depending on the complexity of the project.
Sooner is always better. 10-14 business days is standard to process the application.
There are no direct fees applied to a film permit. However, if the filming happens in a city owned park or facility, the applicable charges for renting the park or facility would be applied.
Additional fees may be charged for any public service, such as road closures.
Generally, you do not need a permit to film on private property, but you must have the property owner’s written permission.
The public must be notified within 48 hours in advance of your arrival, including prep days. A Letter of Notification to the public is the standard notification. A template is available for download here.
You must contact the city’s Fire Department or Police Department for permits related to SPFX/Pyrotechnics and firearms, respectively.
